A Word From Our Director General Kurt Edwards   With COVID-19 vaccination distribution picking up in many places around the world and rates of infection declining in some, there is a growing feeling of optimism in our ability to travel internationally.  Nonetheless, serious increases in the infection rate in some locations, such as India and Brazil, continue to underscore the need for vigilance. 
 
Ultimately, the restoration of international operations will require a balanced approach based on principles of risk management.  IBAC has drafted a message paper for the Member Associations’ use in engaging government authorities, including non-aviation agencies, on measures to allow the resumption of international flying.  We are awaiting comments from the members now and will distribute the paper once final in mid-May. 
 
Allow me to congratulate the European Business Aviation Association on an exceptional EU SAF Summit in April.  The content and the focus on the development and use of sustainable aviation fuels in Europe were on-target and succinct and provided food for thought.  While the summit was focused on Europe, the production and uptake of SAF is a global priority, and I recommend anyone who did not have the opportunity to attend to view the summit at this link.  Thanks to EBAA for inviting IBAC to make summary remarks.

IBAC Store   A Change in Personnel
 
Allow me to take this opportunity to thank Ben Walsh, IS-BAO Programme Director, for his contributions to IBAC since 2016.  Ben has accepted a wonderful opportunity to be the safety director for a U.S. airline and will be with IBAC through 7 May.  In his time with us, Ben actively listened to operators, auditors, and the Member Associations.  Working with an agile and skilled team, his leadership brought innovative changes to the Programme, including a subscription plan for operators, further simplification of the Standard, and the Progressive Stage 3 and FlightPlan Stage 1 initiatives.  His outreach to the community and to regulators in order to build the Programme have made a significant difference.  We wish Ben well in this next, big phase of his career.  In the interim following Ben’s departure, Daniel Devraignes will be the acting director. 
Aircrew Card   IBAC has launched a new online order process for the Aircrew Identification Card through the IBAC website. The new automated process streamlines the application steps and simplifies the approval and payment procedures. Aircrew card applicants must be a member of one of the 15 IBAC member associations. Access to the new application is HERE.

IBAC continues to be involved in the many international working groups led by the International Civil Aviation Organization, which are concerned with operations in the North Atlantic. Currently, IBAC has four experts that represent the organization and our business aviation community’s interests in those groups. 

The IBAC NAT INFO  that we shared yesterday should provide standard information and updates to operators flying in the NAT airspace. Download the pdf HERE.     IS-BAH Terry Yeomans, Programme Director   The response from the Ground Handling damage survey has been disappointing but there is a last chance to take the Ground Handling Damage Cost Survey.  We would also like to encourage the IBAC Member Associations to assist us in getting further responses to collect this valuable data. The IS-BAH Programme continues to work with the ICAO Ground Handling Task Force (GHTF) on the development of possible Standards and Recommended Practices.  As part of this work, we were invited to participate in a webinar held in April and hosted by the ICAO SAM Region. More than 200 States, operators, and Ground Handling Service Providers (GHSP) were in attendance and the feedback we received has been very positive. We continue to engage with the ICAO Safety Management Panel on the proposals to Amendment 2 of Annex 19, and how this may affect GHSPs. The EASA Ground Handling Expert Panel is due to restart its work programme in the next few weeks and we have been asked to continue our participation.     IS-BAO Bennet Walsh, Programme Director   The Progressive Stage 3 (PS3) program has now reached 20 operators in North America and Europe. The supporting Business Aviation safety database is expanding into data shares with new Industry Partners that will be familiar to most operators. The IS-BAO Advanced Air Mobility (AAM) Phase 1 work is well under way. The deliverable to the Standards Board being a Remotely Piloted Aircraft System (RPAS) option in the IS-BAO Standard and Protocols to be used similarly to the current Rotor and fixed wing options. AAM Phase 2 will follow, which will be a vehicle option for the Electric Vertical Takeoff and Landing (EVTOL) aircraft in the IS-BAO Standard and Protocols. The IS-BAO FlightPlan Stage 1 (FS1) is launching that program’s first FS1 aircraft management company in the U.S. and in the U.K.     SUSTAINABILITY Bruce Parry, IBAC Environment Director   The Business Aviation SAF Summit
Building on past events, such as the Virtual 2020 Business Aviation Sustainability Summit in Washington, the Business Aviation Coalition on Sustainable Aviation Fuels organised the first-ever European counterpart: the European Business Aviation SAF Summit 2021.

The event – held virtually on 20 April 2021 – brought together high-level EU officials; the EU Commission, Council and Parliament and the entire Business aviation value chain under one goal: accelerating the availability and use of sustainable aviation fuels (SAF).

IBAC’s Director General, Kurt Edwards rounded out the Summit with closing remarks on the Summit.

Increasing the industry’s uptake of SAF is important, but it is clear, and understandable, that SAF is available today, but not widely so. This summit provided an opportunity for the global Business Aviation Community to discuss the factors that are holding back the full deployment and commercialisation of SAF with European policymakers.

The core of the Summit were three panels. The first was – Business Aviation Commitment on Climate Change and SAF, which highlighted how the Business Aviation Commitment on Climate Change is supported by manufacturers and operators alike, with a special focus on SAF as the primary, immediate solution for decarbonisation. The second – The European Commission’s ReFuelEU Aviation Initiative. This panel discussed the contribution of Business Aviation and its stakeholders to the success of the Initiative. The final panel – Next Steps to Increase the Uptake of SAF in Europe, which considered what needs to be done to maximise the effectiveness of the ReFuelEU Aviation Initiative at pace, with tools such as a robust and accessible book and claim system. Over 1000 people registered for the event with a peak of 666 attending on the day. You can see the full Summit proceedings are available on YouTube.
 
S.T.A.R.S. Update
The Standards and Training for Aviation Responsibility and Sustainability working group was launched last year by EBAA and supported by IBAC has already completed much work.

The new set of guidance will be integrated into existing IS-BAO and IS-BAH programmes – and will provide standalone options for organizations that do not operate aircraft, manage FBOs or provide ground-handling services.

The first of three tiers of standards have been drafted, and in June the second tier draft should be completed.
