2025 was a pivotal year for BBGA. Against a backdrop of regulatory change, political transition and growing pressure on the aviation sector, BBGA remained the leading voice for business and general aviation in the UK—representing members’ interests, shaping policy, and driving collaboration across industry and government.

In September 2025, ICAO held its triennial Assembly (A42), shaping global aviation policy for the next decade and beyond. BBGA sent a UK delegation

During 2025, the CAA and DfT reviewed aviation security rules, with particular implications for FBOs and operators.

Ongoing commitment to skills, talent and future workforce growth

Our relationship with TRS remains strong.

Government & Policy Advocacy

Air Passenger Duty (APD)

In October 2024, the Government launched a consultation proposing a reduction in the APD qualifying weight threshold from 20 tonnes to 5.7 tonnes—significantly impacting elements of business aviation.

During 2025, BBGA:

  • Hosted multiple meetings with the DfT, HMRC, HMT and other Government departments
  • Held member briefings and a dedicated session at London Biggin Hill Airport
  • Conducted targeted one‑to‑one engagement with affected members

While the final Budget announcement did not reflect BBGA’s full recommendations, mitigation measures were secured for certain corporate shuttle operations.

Jurisdiction of Choice – G‑Reg Workshop

One of BBGA’s key initiatives in 2025 was a Jurisdiction of Choice workshop with the CAA to address the declining number of aircraft registered on the UK G‑Reg.

The workshop:

  • Involved 14 CAA departments
  • Included formal process mapping of aircraft onboarding
  • Enabled regulators to hear first‑hand operational challenges from operators

There is now a strong possibility of a future fast‑track registration service, with further meetings planned in early 2026.

BBGA works closely with the CAA and DfT to ensure training requirements remain proportionate and cost‑effective for industry.

Airworthiness & UKASF

  • BBGA chairs the industry‑led UK Airworthiness Strategic Forum (UKASF)
  • In 2025, BBGA established a dedicated BBGA Airworthiness Working Group
  • This ensures the business aviation voice feeding into UKASF is strong, consistent and future‑focused

ICAO Assembly (A42)

BBGA is an active member of IBAC, which provides direct industry representation at ICAO.

In September 2025, ICAO held its triennial Assembly (A42), shaping global aviation policy for the next decade and beyond. BBGA sent a UK delegation to:

  • Advocate for the role and value of business aviation
  • Ensure UK perspectives were represented in international policy discussions
  • Maintain business aviation’s visibility with global policymakers

2025 saw two changes of Aviation Minister and a change of Secretary of State for Transport. BBGA’s ongoing role is to ensure continuity of understanding and engagement, including:

  • Re‑establishing relationships with new Ministers and senior officials
  • Re‑articulating the economic, social and strategic value of business aviation
  • Maintaining trusted lines of communication across Government

This is an essential part of BBGA’s day‑to‑day work on behalf of members.

Chapter 2 Security Derogations

During 2025, the CAA and DfT reviewed aviation security rules, with particular implications for FBOs and operators.

BBGA:

  • Engaged closely with the DfT aviation security team
  • Worked to ensure security rules are appropriately designed for business aviation
  • Raised concerns over emerging requirements for aircraft between 10–15 tonnes

This work is ongoing, with constructive dialogue continuing between BBGA and Government.

S‑GAR Changes

New S‑GAR border reporting requirements came into force in March 2025, introducing a two‑hour notice period for submissions.

While BBGA successfully prevented the original four‑hour proposal, the changes have caused operational challenges for members. BBGA has:

  • Secured Home Office agreement to launch a research project assessing real‑world impact
  • Continued to feed operational evidence back into policy discussions

Our relationship with TRS and their Aviation Skill Recruitment platform remains firm.  TRS launched their virtual airport, metaverse in 2025 and many BBGA members have chosen to participate.

Raising Awareness of Business Aviation

BBGA continues to focus on attracting new entrants into the industry, including:

  • Did You Know” video content to raise public awareness
  • Growing international engagement, with NBAA sharing BBGA content across its network

Climbing Fast Programme

In May 2025, BBGA joined the US‑led Climbing Fast initiative, providing a single platform to highlight:

  • Sustainability advancements
  • Humanitarian operations
  • Careers, jobs and economic contribution of business aviation

The programme supports BBGA’s wider advocacy and public‑facing education efforts.

BBGA continues to work closely with AOPA, BHA and ARPAS through the GA4Biz alliance, reinforcing a unified industry voice to Government and regulators.

Developing this “one voice” approach remains a priority through 2026, reflecting the strength that comes from collaboration.
