Over the past year, BBGA has achieved significant milestones: we’ve strengthened regulatory engagement to protect industry interests, expanded training initiatives to address skills shortages, and fostered collaboration through high-impact events and partnerships.

Our work ensures that members not only navigate today’s challenges but thrive in shaping the future of aviation. BBGA is where advocacy meets action—building a stronger, more sustainable aviation community.

2025 highlights

  • Air Pax Duty – Govt. consultation launched 10/24 to reduce the qualifying bandwidth from 20t to 5.7t. BBGA hosted a series of mtgs and visit with DfT, HMRC, HMT & Govt to lobby for the value of Biz Av.  We hosted a session at Biggin Hill and several 1:1 session with specific members who are to be impacted significantly.  Govt. ignored our pleas as per the announcement in the budget last month but there is mitigation for certain corporate shuttle modes.
  • https://climbingfast.co.uk/ BBGA joined the US led Climbing Fast programme in May 2025.  It provides a one stop shop to sign-post Govt. and policy makers to highlight the current advances and good work our industry provides in terms of sustainability, humanitarian and of course jobs & value.
  • ICAO A42.  BBGA is an IBAC member.  IBAC has the direct voice into ICAO.  In Sept 2025 ICAO hosted its triannual assembly (A42) where aviation policy for 10 years + is debated.  BBGA sent a UK delegation to lobby the corridors of power ensuring that Business Aviation remained high in the awareness of the policymakers.
  • 2025 saw two changes of Aviation Minister and one change of Secretary of State for Transport.   It’s a standard day to day job of BBGA to ensure that we retain a good working relationship with central Govt.  With each change of Minister and SoS, a re-education programme of the value of Business Aviation must start.   
  • Chapter 2 derogations.  It’s important to mention our work at BBGA on a more granular level.  2025 saw a focus by Av Sec (CAA and DfT) as they reviewed security rules.  One that effects our FBO’s and Operators is chapter 2 and their associated derogations.  We have been working with the Govt. led DfT team to ensure the rules are being written with design specifically for Biz Av. There is concern about 10-15t security requirements and directed parties.  This work continues but the DfT Av Sec team are working well with us.
  • S-GAR changes came into force in March 2025.  The 2-hr notice period is causing large issues within our community.  It is worth noting however that the Home Office initially campaigned for a 4-hr notice period! However, we have successfully lobbied for consultation with the Home Office for a research project looking into the impact of the policy.  This is starting imminently. 
  • Again, this is day to day work for BBGA as we look for ways to encourage new entrants into the industry.  Our Did You Know video series helps to raise awareness of the industry to the general public, interestingly the US association NBAA, have been sharing these videos on their network and the engagement has been huge!  Training in terms of policy is also a big topic.  We are continually working with CAA and DfT to ensure costs of training do not become uncontrollable or indeed unnecessary.Our relationship withTRSand their Aviation Skill Recruitment platform remains firm.  TRS launched their virtual airport, metaverse in 2025 and many BBGA members have chosen to participate.
  • BBGA has been a member and indeed chaired the industry led UK ASF (Airworthiness Strategic Forum) with the CAA, which involves the whole aviation sector including scheduled airlines, MRO’s, AOPA & BHA. The group works on all engineering activities.  During 2025 BBGA set up a specific BBGA airworthiness WG to ensure the voice that feeds into UKASF for our community is well represented in the future.
  • Ongoing projects for BBGA are plenty but one worth mentioning is the “Jurisdiction of Choice “workshop.  The issues surrounding the length of time to onboard an aircraft to the G-reg are well documented.  BBGA held a workshop with CAA (14 depts attended) to discuss the pinch points experienced by our operators.  The workshop was treated very seriously by the CAA and it included formal process mapping by experts on the day. It was very useful for the CAA to hear first-hand to how hard it is for aircraft to be registered on to the G-reg and why numbers have fallen so dramatically in the last 10 years.  The work continues but there is a good possibility of a ‘fast track service’ in the future, with meetings planned for early in 2026
  • BBGA continues to work closely with AOPA, BHA and ARPAS to ensure that the GA4Biz alliance works wherever possible with a single voice to encourage both government and its agencies to support aviation in the UK. We will continue to develop the one voice concept through 2026 because there is strength when working together.
