Since the govt. announcement on hotel quarantine for arrivals from red zone countries, which comes in to effect on Monday 15th February, we have been in discussions with DfT representing the business aviation community.  We have explained the complexities associated with tracking the movements of our passengers/clients and on where the responsibilities for declarations of where that passenger/client has recently visited lie.

We have requested clear guidance, bespoke for our community, and expect that soon.  Our understanding is that the £10,000 fine and potential prison sentence will apply when a passenger/client/operator has travelled or facilitated the travel, to the UK despite having knowingly been present recently in a red risk area.

Rules regarding arrivals from outside red risk zones remain unchanged.  Passenger locator forms and testing remain in place as before.
