Below is an email from the DfT. The document referred to can be accessed here:

Please find attached a best practice guidance developed by DfT and the CAA for the The Health Protection (Coronavirus, Public Health Information for Passengers Travelling to England) Regulations 2020 and associated Devolved Administrations regulations (Scotland, Wales and Northern Ireland).

This guidance has been developed to support the industry in complying with the regulations, and sets out additional steps that operators can take to improve upstream communications to passengers regarding requirements to enter the UK, including the online Passenger Locator Form.

Thank you for your support in improving communications to passengers thus far. With increased passenger numbers and case numbers falling in the UK, it is even more important that passengers are aware of the requirements for entering the UK (particularly the online Passenger Locator Form and self-isolation) to improve passenger compliance, minimise disruption at the border and support social distancing within airport arrivals. As you are aware, we are taking forward work to simplify the Passenger Locator Form and make it more user friendly, and have launched a national communications campaign to raise awareness, but we still need your help to ensure passengers are aware of the requirement.
